Non-Commercial Complex Operations
From 25 August 2016 all private (non-commercial) operators of complex motor powered aircraft whose operation is located in the EU will be required to comply with substantial parts of the EASA Air Operations regulations.
Part-NCC is an EU regulation
that aims to bring the safety level of non-commercial
operations closer to the standards required by
commercial airlines. The goal is to improve safety by
increasing the requirements for operating complex
aircraft in a non-commercial environment
For the purpose of this regulation, complex aircraft types are defined as aircraft:
- with a maximum certificated take-off mass exceeding 5700 kg, or
- certificated for a maximum passenger seating configuration of more than nineteen, or
- certificated for operation with a minimum crew of at least two pilots, or
- equipped with turbojet engine(s), or
- equipped with more than one turboprop engine
and helicopters:
- with a maximum certificated take-off mass exceeding 3175 kg, or
- certificated for a maximum passenger seating configuration of more than nine, or
- certificated for operation with a minimum of two crew
This course covers the structure and content of EASA regulations for Non-commercial Complex (NCC) operations and gives practical guidance for safe and effective compliance. The new requirements add significantly to the regulatory demands for owners and operators. New elements of managerial and operational practice, which are currently only required of commercial operators, will need to be formally established.
The Part –NCC workshop is designed for owners, managers and pilots involved in operating NCC aircraft. The emphasis is on supporting operators to achieve compliance in a way that is practical and appropriate to the scale and scope of their operation. The NCC requirements were developed to improve safety and that objective is at the heart of the workshop. In addition to providing a sound working knowledge of the regulations, the workshop guides participants through practical activities, based around the participants’ own operation. These activities demonstrate how the operator can enhance safety through effective compliance with the NCC regulations while maintaining a cost-effective, flexible operation.
